I'm a Microsoft developer by trade but wanted to learn to use Python as it is better suited for an open source project such as FIMK.  Is there an IDE program you recommend that would allow me to create a GUI front end much like Visual Studio?

With your background, "Python Tools for Visual Studio" (PTVS) looks like a good choice:
