Looking at the peer listing, what is the difference between CONNECTED and NON_CONNECTED?

Is CONNECTED just the peers directly connected to the node and NON_CONNECTED the peers active on network but just not connected to the node?

Almost. NON_CONNECTED does not mean on the network perse.
Peers are remembered so non connected means has been on the network at some time in the past.
