Can't see any blocks in https://lompsa.com/#/activity/fim/blockchain/latest
Is this the correct address, or where can I find a working block explorer?

Seems to be still down. If you log in to your wallet using lompsa.com, you dont't see any balance etc. Hopefully the network is still ok.

Last time I checked, my local server was ok and the forgin rates were "credible". However, there should be a way to check the blockchain from some public server. Any well-behaving addresses?

FIMK p2p cryptocurrency software is available from https://github.com/fimkrypto/mofowallet/releases

Install and start server, download blockchain from p2p network and you're fine.

Centralized web access point at Lompsa.com is experiencing technical trouble, resolution of which has been low priority. The genuine FIMK decentralized network should be used instead.

Any public nodes with web access you know of? Which address can I use, if I want to e.g. send a ("permanent" or at least reliable) link to a transaction?

https://lompsa.com is again ok. https://wallet.fimk.fi/#/start is a spare if Lompsa frontend goes down, which wasn't the case here with the public server's java cert problem.
